Qatargate Scandal: UAE’s Covert Media Plot Shakes European Institutions

Dubbed “Qatargate,” this scandal unravels a media manipulation operation orchestrated by the United Arab Emirates (UAE) using the secretive services of ALP Services, a Swiss intelligence company based in Geneva.

ALP Services, a shadowy Swiss intelligence firm founded by Italian-Swiss figure Mario Brero, has emerged as a pivotal player in this drama. Allegedly at the behest of Abu Dhabi, the company’s mission was to pinpoint and target individuals associated with Qatar’s real and imagined interests. A reported six-million-euro payoff awaited ALP Services in exchange for its services. The company’s far-reaching network stretched across continents, encompassing former cybersecurity agents and hackers with tentacles reaching Africa, the Balkans, Western Europe, Central Asia, and Russia.

Unmasking the Qatargate Plot

ALP Services drew up a list of nearly 70 potential targets to counter Qatar’s perceived influence. Among them, three figures would later become central to the unfolding Qatargate scandal: Belgian MP Marc Tarabella, Greek MP Eva Kaili, and former Italian MEP Pier Antonio Panzeri – all associated with the EU-Qatar friendship group.

The Qatargate’s chain of events that followed seems almost scripted. The spotlight shone on Pier Antonio Panzeri, whose pivotal visit to Doha in April 2018 saw him pledge to arrange a European Parliament hearing for Ali Bin Samikh Al-Marri, then-president of the Committee of national human rights.

The uncanny alignment of ALP Services’ dossier findings with the investigation’s outcomes has ignited suspicions of a premeditated narrative by UAE’s intelligence apparatus to skew the Qatargate investigation’s course, putting a question mark over its credibility.

Fabrication and Slander: The Abu Dhabi Secrets Dossier

At the heart of the controversy lies the infamous Abu Dhabi Secrets dossier, cataloguing 160 individuals and 80 organizations purportedly supporting the Egyptian Islamist movement, the Muslim Brotherhood. A group with historic ties to Qatar, the movement faced allegations of using Al Jazeera to spread propaganda, a charge echoed by the UAE and Saudi Arabia. However, revelations from the EIC Consortium’s investigation have laid bare that numerous listed individuals and entities had scant or no connection to either Doha or Islamist activities, exposing the dossier as an exercise in collective defamation.

European Figures in Crosshairs

The ripple effects of ALP Services’ covert activities extended beyond the Gulf. Respected European figures found themselves trapped in the smear campaign. Belgian Environment Minister Zakia Khattabi faced baseless accusations, falsely casting her as the vice president of the Belgian Muslim Executive – a position she never held.

Moreover, the investigation into “Qatargate” centred on three individuals: Belgian MEP Marc Tarabella, former Vice President of the European Parliament Eva Kaili, and former trade unionist and lobbyist Antonio Panzeri. The striking symmetry between the findings of Brussels’ prosecutor’s office, investigating magistrate Michel Claise, ALP Services, UAE intelligence, and Brussels’ secret services has raised suspicions about orchestrated narratives.

The alleged deployment of ALP Services in a UAE-driven smear campaign targeting Qatar has ignited profound apprehensions regarding the deployment of Machiavellian tactics in the realm of geopolitics.
